Answer - yes:
a(2,m,1) = m.
a(2,m,2) = a(1,m,(a(2,m,1))) = a(1,m,m) = m + m = 2m.
a(2,m,n) = a(1,m,(a(2,m,n-1))) = m + a(2,m,n-1) = m*n.
a(3,m,1) = m
a(3,m,2) = a(2,m,m) = m^2
and analogously a(3,m,n) = m^n.
